Drug and Alcohol Collections and Program Management
As part of our ongoing efforts to support our drug and alcohol testing customers in the Gulf Coast region, DISA has acquired two more companies with outstanding histories and long-standing market presence: Houston Medical Testing Services (HMTS) and Quality Control Testing (QCT).
The acquisitions of HMTS and QCT add three additional service centers to DISA’s growing network and strengthens our coverage in Houston, Conroe, and Port Lavaca, TX. Both of these companies provide full-service drug and alcohol testing services, specimen collections (in-house and mobile) as well as occupational health screening programs to thousands of loyal customers.
HMTS and QCT have more than 40 years’ combined experience managing DOT drug and alcohol testing programs, running consortiums, and providing occupational health services and support.
Moving forward, DISA will work with these collections sites to implement best practices, improve eCCF usability, optimize collection processes, add scheduling features for customers and contractors, as well as integrating closely with DISA’s systems to enhance the overall customer experience.
Additionally, DISA has acquired ComplyFirst, a well-respected TPA located in New Jersey. Since 2001, ComplyFirst has been partnering with customers both small and large, including many Fortune 500 companies, to safeguard their decision-making process. ComplyFirst operates in all 50 states, Canada, and Puerto Rico. ComplyFirst principally services the transportation industry by providing comprehensive solutions including drug and alcohol testing services, random program management, occupational health services, DOT physical exams, and additional complimentary services.

(IRS) and North Star Fleet Solutions, Inc. These two companies have over 50 years’ worth of experience focused on licensing, permitting, and working with tax compliance service bureaus throughout the U.S. and in Canada. DISA will leverage this expertise to provide customers with the best information, guidance, and localized customer service possible.
Additionally, DISA will integrate their proprietary fuel tax software which will result in improved operational efficiencies and customer experience.

Founded in 1989, Houston Medical Testing Services (HMTS) has a location in central Houston and another in Conroe, Texas. They provide full-service drug and alcohol testing program management to companies primarily located in the Southwest Region of the country. They are accredited with DATIA (Drug and Alcohol Testing Industry and Association), run one of the largest and oldest FMCSA trucking consortiums, and have more than 30 years of experience providing specimen collections (in-house and mobile), program management, education, and training to a variety of end markets including municipalities and transit.
HMTS helps their customers comply with federally mandated program regulations. They also provide expertise and program management which may include multiple background screening options for non-mandated private companies, municipalities, and schools. HMTS offers more than 80 background screening service options to fit customers’ individual needs.
Based in Grand Prairie, TX, IRS has served the trucking industry since 1974 with a singular focus of helping carriers with licensing and permitting to comply with state and federal regulations.
IRS is another great addition to DISA’s Transportation Compliance Division. This company has served all of the NHRA pro class, drag racing champions since 1986, has carriers based in 40 different states, and works with owner-operators in more than 15 states.
Additionally, IRS boasts the largest outsourced fleet in the country and offers IFTA and Weight Distance permitting services, UCR registrations, titling and plate registrations, 2290 Heavy Highway Vehicle Tax, IRP registrations, and fuel & mileage tax reporting.
QCT was founded in 2005 with the goal of providing high-quality, premium service at affordable prices.
For more than 14 years, QCT has been providing specimen collection (in-house and on-site) services, drug and alcohol program management, with drug and alcohol, occupational health services, background screening, as well as other additional related services. QCT works with customers to create safe work and school environments by raising individual responsibility through awareness, education, accountability, and training.
Located in Port Lavaca, Texas, QCT recently won the 2019 Best Safety Service in Calhoun County, an area that services several large refineries and contractor companies. This is a direct result of their customer service excellence, helping customers comply with their federally mandated program regulations, and being available 24-hours a day for on-site drug and alcohol testing services and training.
