The primary goal of FMCSA registration modernization is twofold:  

1) Improving the user experience.

2) Strengthening data security. By transitioning to the Motus USDOT Registration System, the agency delivers a modern interface that supports identity verification to reduce fraud.

 

How Motus Compares to the Current FMCSA Portal

FMCSA Motus Rollout Timeline (Phases 1–3)

The FMCSA is deploying the new system in three phases to ensure stability.

  1. Phase 1 introduces limited access for supporting companies, which began in December 2025. This initial access lets administrative entities establish their account structures before the larger industry logs in.
  2. Phase 2 officially opens the FMCSA Motus registration system for all users in 2026 (with an unspecified date as of writing). At this point, motor carriers, brokers, and freight forwarders will begin using the platform for their daily registration needs.
  3. Phase 3 is dedicated to continuous improvement, with the agency using feedback from the 2026 rollout to refine features over time.  

 

What New Features Are Included in Motus?

The FMCSA Motus registration system will introduce several major functional upgrades, with enhancements grouped into three main focus areas.

Simplified Registration Process

The platform brings consolidation into a unified online registration system, with dedicated account pages for users to manage their business information securely. The system also introduces enhanced user roles, allowing companies to delegate permissions accurately.

Clear Registration Identification

Under the new framework, the USDOT Number remains the primary identifier for your business. The system will implement USDOT number suffixes to indicate specific registration types (of importance: these USDOT number suffixes are not a vehicle marking requirement, meaning fleets do not need to update their physical truck decals).

Improved, Secure User Experience

The FMCSA Motus registration system focuses heavily on data accuracy and accessibility. The new features will include  

  • auto-population;
  • real-time validation; and
  • automated notifications.

Additionally, the portal fully supports mobile and tablet access, enabling management from anywhere.  

Finally, the agency will implement strict identity verification and business validation protocols to strengthen fraud prevention.

 

What Is NOT Changing at Motus Launch?

Conversely, the agency has explicitly stated that several elements will not be included when the FMCSA Motus registration system launches for all users.

  1. First, there will be no "Safety Registration" program implemented at launch.
  2. Second, there is no elimination of docket numbers (MC/FF/MX) at launch. While USDOT number suffixes will be introduced, your legacy docket numbers (MC/FF/MX) will remain active during the initial rollout.
  3. Third, there are no changes to the BOC-3 filing process at launch.

These specific areas (Safety Registration, docket numbers, and the BOC-3 filing process) are still under consideration for a future Notice of Proposed Rulemaking (NPRM) and public comment period as of writing.

 

Motus Limited Access: What Supporting Companies Need to Know

Supporting Companies Included

Supporting companies play a crucial role in the FMCSA ecosystem. The organizations granted early access include blanket companies (BOC-3 filers), financial responsibility filers (such as insurance and surety providers), and transportation service providers assisting registrants.

Motus User Roles for Supporting Companies

The system defines clear roles for organizational management, primarily distinguishing between a “main account holder” and a “sub-account holder.” The main account holder creates and maintains the overall company account, as well as invites other users. A sub-account holder operates under the permissions granted by the main administrator.  

What You Can Do During Limited Access (December 2025)

During the December 2025 limited access period, supporting companies will focus strictly on setup tasks.

  • You can create a company account, but this action is restricted to the main account holder only.
  • You can invite and manage authorized users, which is also a main-account-only function.
  • You can create a new user profile, but strictly by invitation.
  • You can access the company account in Motus to verify your setup.

However, the ability to make actual filings or assist with motor carrier registration and updates is not available during limited access.

 

What Motor Carriers Should Do Before Motus Launch in 2026

While the full launch of the FMCSA Motus registration system happens in 2026, motor carriers should consider taking proactive steps today. The FMCSA has provided a specific prep checklist.

  1. First, ensure your current FMCSA Portal account is active.
  2. Second, verify your FMCSA Portal account user list and confirm you have the correct Company Official designated (this “Company Official” must be the company owner or an internal, direct employee who oversees registration, and not a third-party transportation service provider, freight broker, or outside consultant).
  3. Third, update your business information by completing your biennial update or MCS-150 via the FMCSA Portal. Keeping this data clean now makes identity verification (Motus) much smoother later.
