The FMCSA Revises Rule Allowing Individuals with Diabetes to Operate a CMV

The Federal Motor Carrier Safety Administration revised federal regulations for individuals with a stable insulin regimen and properly controlled insulin-treated diabetes mellitus (ITDM) to be qualified to operate commercial motor vehicles (CMVs) and will go into effect on November 19, 2018.

For a driver to qualify, a certified medical examiner (ME) must grant an ITDM individual a Medical Examiner’s Certificate (MEC) for up to 12 months. This verifies that the individual has the ability to operate a CMV regardless of their medical condition. Those who receive the certificate must have the healthcare professional or treating clinician (TC) who is responsible for prescribing their insulin and treating their diabetes, provide an ITDM Assessment Form to the certified ME acknowledging that the individual maintains control of their diabetes and has a stable insulin regimen. This will help the ME determine if the individual meets the FMCSA’s standards for physical and health fitness to operate a CMV.

Prior to this change, individuals with ITDM were required to obtain an exemption in order to operate a CMV. By eliminating the exemption program drivers are able to save by not having to pay a renewal exemption annual fee.
